An application is being assessed for an Environmental Authority (EA) and Progressive Rehabilitation and Closure Plan (PRCP) for the Vulcan South coal mine, on Mining Lease (ML) 700073 in Central Queensland, approximately 33 km south-east of Moranbah.

MINING LEASE NOTICE
AND ENVIRONMENTAL AUTHORITY

Mineral Resources Act 1989 – Section 252
Environmental Protection Act 1994 – Section 152

Proposed Coal Mine – Mining Lease Application Number 700073 – for a term of 15 years

It is advised that an application has been made for a mining lease and environmental authority under the provisions of the above mentioned Acts, for the purpose of mining coal on the following land parcels within the Isaac Regional Council:

Lot 26 on CNS125 – Lands Lease, Lot 2 on CNS109 – Lands Lease, Lot 3 on CNS109 – Lands Lease, Lot 2 on SP296877 – Lands Lease, Lot 59 on SP235297 – Lands Lease, Lot 72 on SP137467 – Reserve and Saraji Road.

The application is located at approximately 33km south-east of Moranbah.

The applicant is: Queensland Coking Coal Pty Ltd (50%) and Qld Coal Aust No.1 Pty Ltd (50%)

Mining activities to be carried out include: mining coal, road/access/right of way, power lines/ariels, conveyor belt, clearing vegetation, transport/conveyor/vehicular, environmental dam, mine waste/spoil dumps, waterway diversion, electrical substation facility, electrical switching yard, electrical transmission line, explosives/magazine, flood mitigation works, industrial facilities, loading facilities, railway, workshop/machinery/storage, water management, pipeline – water only, stockpile ore/overburden, processing plant, railway, transport–vehicular-haul road, rehabilitation/remediation.

Making a properly made objection/submission

It is advised that any person/entity may make an objection to the grant of the mining lease, and/or a submission about the application for the environmental authority and PRC Plan.

The objection/submission period, during which objections/submissions can be given, concludes on 6 July 2023 at 4.30pm (AEST).

A properly made objection and/or submission must be received on or before 4.30pm (AEST) on the last day of the objection/submission period. It must be lodged with the chief executive in writing in the approved form, addressed to the relevant Assessment Hub:

Objection for the mining lease application

A properly made objection in respect to the grant of the mining lease is one that:

  • is lodged, on or before 4.30pm (AEST) on the last objection day for the application with the chief executive in writing in the approved form;
  • states the grounds of the objection and the facts and circumstances relied on in support of the grounds;
  • is signed and dated by each person/entity (i.e. signatory) making the objection; and
  • states the name and address of each signatory.

Intending objectors should obtain the approved objection form (MRA-20) by either contacting the relevant assessment hub on (07) 4936 0169 or online from the Business Queensland website.

Submissions for the Environmental Authority and PRC Plan application

It is advised that any person may make a submission about the application documents during the submission period, which ends on 6 July 2023. Submissions must be received on or before 4.30pm on the last day of the submission period. Submissions must be sent to:

The Department of Environment and Science as administering authority shall accept all properly made submissions and may accept written submissions even if they are not properly made. A properly made submission must meet all of the following requirements:

  • be made to the administering authority stated above
  • be received on or before the last day of the submission period
  • state the grounds of the submission and the facts and circumstances relied on in support of the grounds.
